Pre-trial conferences/hearings are meetings between the judge and the attorneys where the judge rules on what evidence will be allowed, what questions are acceptable for screening the jury, time management issues etc. Presentence investigations provide background information for the judge after a conviction and before sentencing. Strengths and weaknesses would depend on which side of the case you're on for each of the issues reported and decided.
