How to create analogue of www.ehelp.com in different (my own) language?

I would like to create same online system as www.ehelp.com but in different (Georgian) language. Is it possible? what is the software solution required to run it? what are the disk and bandwidth requirements to host approximately 300 visitors per day (averagely to post 1 question and 1 answer per person) ?
