Kidnapping is forcibly restricting the liberty of another against their will. Car jacking with a hostage is a form of kidnapping. Laws are different from state to state but many (California for example) consider car jacking with a hostage to be "aggravated kidnapping" which carries a more severe penalty.
Just to be clear, all kidnapping is a felony. Most all states have varying felony levels depending on how it is done. The difference the state line makes is that it becomes a Federal crime under the Lindbergh Law at the state line unless the abductor is the parent of an abducted child. Under the Uniform Child Custody Act, when a parent crosses the state line in violation of a court ordered custody agreement, they commit a felony under the state law where the court order exists but it's not prosecuted under Lindbergh.
