Should I be concerned

There is a girl that I like and Im really not sure how she feels about me. We text a lot and we are planing on hanging out very soon because I am currently away on vacation. The one thing that I am confused about is that when we talk she always says how she will call me so we can talk and stuff but that never happens... Should I be concerned about this?

All of us spend the day making choices on what to do with our time. She obviously has choices that are higher priorities than talking to you unless you're calling her before she has a chance. If you want to see whether it is a concern or not, don't call her again until she calls you... ever. The longer that takes, the greater the concern.
