I am writing a program implementing 256 bit AES to encrypt files on a MAC laptop. What would be if any technical reasons why the NSA would not approve of this. When using to encrypt classified data to be sent as email.

If you're asking if the NSA would use it for givernment purposes, I'd bet my bottom dollar they wouldn't use encryption software that can be downloaded free on the Internet. It could be an excellent product but whomever wrote the encryption algorithm could, most likely, decode it. If what you are doing is for the government, the project should have specs and would likely require approved encoding generated from within, not from the outside.
