Is it possible to create an underground work place?

Like a big area underground? And I mean a big area.

Sure it would be possible.

You could excavate underground and build the support system for what is above it or, you could build the facility in a low lying area and bury it. Like most big engineering projects, the limitations would be how much money you have, access to the land and permission from the political authorities.

How much money would it be to create a place that is about 100 ft x 100 ft? Approximate amount.

The average cost for commercial construction in the US averages about $175 per square foot ($215 in New York City and $126 in North Carolina). If you assume that excavation, burial and sealing costs of an underground building would be offset by the savings from no windows or decorative exterior, I would estimate 1.5 to 2 million dollars after you bought the land.

There is obviously a lot of variation depending on interior facilities like toilets, walls, flooring and wall coverings.

Yes you could! You would have to pay a lot of money, create a building and bury it. Or you could do it the more expensive way and create the building inside the dirt. As for the legal issues, you could secretly do that work in a remote area, but it would be hard. If you want it legally done, then it would cost a lot more.
