How do I convert a window covering into a roman shade

We have a 26 wide by 70 long piece of drapery fabric over a door in our bed room. (The fabric matches our large drapes.) The door overlooks our patio and garden but they can not been seen with the fabic tightly held over the door for privacy. It also makes the room quite dark.

A friend suggested I modify this piece of fabric into a roman shade that can be raised and lowered. How do I accomplish this?
