Can the military Help if someone looses their wallet while doin a trainin overseas?

I have a friend that I have been talking to who has said that he lost his wallet while out on a trainin. Says that he talked to his commander and he said that he has to get the money from the states to replace it. It cost 350 supposidly(not sure this is True). Says he has no access to his treasury account here. Says that it is for a Passcard. He is overseas. I want to know is it true the military cannot help him. Please help me get answers.....

If he lost his wallet with $350 cash in it, the military isn't going to replace that. He may not have access to a secure computer connection or not have a way to get money from his account changed to cash in hand. "Overseas" is a big area and most of it doesn't have an ATM on every corner like the USA.
