In Hawaii is it illegal for a 14 year old girl to date a 18 year old guy?

Im just confused because some people have told me its illegal while others have told me its legal. If there is NO sex involved is it illegal or legal? I live in Hawaii and am confused if its ok to have this kind of relationship if there is no sex involved.

It's not illegal to date as long as there is no sexual penetration.

It's first-degree sexual assault (20 year prison sentence) with someone under the age of 14 with, or without consent. From 14 to 18 with consent, if the offender is more than 5 years older than the victim is it's also first-degree sexual assault and the crime also carries a 20 year prison sentence under Hawaiian law.
