First, open the file in Flash.
On the FILE menu, look for PUBLISH SETTINGS. On the FORMATS tab, you can select the export formats, including swf. Just check that box. You'll also need to specify the file name and folder destination there. On the FLASH menu, you can optimize, etc. On either of those tabs, you can click PUBLISH to export your files.
After you've set your export preferences as above, you can skip all that and just go for FILE menu, then select PUBLISH.
There's also a PUBLISH PREVIEW on the FILE menu, or you can learn the hot key strokes to do that.
