This question is far too general to provide a meaningful answer. What controls how an information system is designed is the purpose of the system. A system for maintaining flight information for an airline, a record system for a geneological society and one for keeping track of the assets for a large organization would all have totally different architectures.

You start with what the system is supposed to do, build a data structure to contain the information, add how the data will be entered, what the system needs to do to manipulate the data internally and how the data will be output.

To get a more specific answer, you would have to ask a more specific question.

Establish what is required to be seen, what the data available is and what the formulae are to get from one to the other. Also, establish if there is any missing data.
