Probably not. A transaction to "buy" real estate has to be done under the laws of a nation. There is no international agency that controls unclaimed land. If you could get a country to sell you one of their islands, you would still only be a land owner operating under that nation's laws, not a nation.

To be a nation, you would need to be recognized by other countries as a nation.
