What Albright "thoughts" are you asking about? I'm sure that Secretaries of State that served under the Clintons had thoughts but how could anybody separate them from the Clintons?
Albright was Secretary of State during the period when Saddam Hussein was thumbing his nose at the UN on weapons inspections. After 17 UN resolutions, the problem was passed on to the Bush administration. The embassy bombings and the USS Cole were "investigated" but nothing was done. The anti terrorist efforts in both Somali and Afghanistan were a total failure. Over a million people who fled their homes in the Bosnian war are still unable to return to their homes today.
Although the Clinton administration did many positive things, foreign relations is far from the top of the list. It is difficult for me to think of any serious international problem that existed at the time they took office that wasn't much worse when they left. I'm not saying they caused the problems, just that reactive policies aren't solutions. Proactive efforts like Jimmy Carter's Camp David agreement have long term benefits.
In my view, the above isn't the result of Albright's thinking she was just grossly overshadowed by the Clinton White House.
