What looks simple from the user's perspective is very complicated on the other end of the Internet connection.

For such a project you need to develop some server-side programming skills. There's a lot more to it than just using a step-by-step guide. You need a programming package (C++, Visual Basic etc.) on your machine plus something like .NET Framework that is supported by the server the system will run on and most important, know how to use them.

Before spending a lot of money I'd Google some of the tutorials and example code sites to see if you think you will be able to learn it.
