If no one is home to walk the dog when he/she needs to urinate then he/she may have no choice but to urinate in the house.
Some dogs destroy things and urinate when they are anxious or nervous. A rescue dog is not unlikely to experience anxiety when it's family is away. Dogs do feel abandonment.
