The fact that the large internet service providers are happy with the plan tells the whole story. Any time non-elected government agencies pass rules based on private meetings with "stakeholders," the public will always lose.
By the government's usage, "stakeholders" are people who make money on the issue in question, never those that suffer the consequences.
Most specifically I'm concerned about handing control of wireless over to AT&T and Verizon. Radio frequencies belong to the public. The fact that you will be able to buy a higher priority sounds like public data transfers go to the back of the line.
