Problem with a long distance relationship?

I met a girl online and got her number. We text each other all the time but she makes excuses when it comes to talking on the phone or doing webcam chat. It's a long distance relationship. We text each other and she has told me that she really likes me. She sent me a pic to se how she looks like. Should I have doubts about her being real? We have been talking for over 3 weeks. In the last couple of days she is taking hours to respond to some of my texts an says "sorry I was busy today how u doing?" Is she worth it? She doesn't want to do more than text and now that is decreasing too. What should I do? Should I say something to her in a text, call her by surprise, or just end this? Should I just not do anything and wait if she initiates contact?

It's very possible she isn't who she pretends to be. If this was normal, she'd be as interested in talking live as you are.
