Is the following a commandment; He who believes and is baptized will be saved?

The following sentences appear together in the Bible; Mark 16, verses 15 and 16. They read as follows; Go into all the world and preach the Gospel .(Vs 15). He who believes and is baptized will be saved ( Vs 16). Certain people assert that verse 16 has to be a commandment because it appears in context with verse 15, which grammatically is constructed as a commandment. To me it is completely illogical to apply this theory to a sentence simply because it is in context with another sentence, and ignore the plain construct of a sentence , giving more precedence to context than grammer.

Commandments apply to everyone. If everybody's preaching, who's in the audience?
