What is the explanation on the three levels of earth's atmosphere? II C.12

It has been taught that there are three levels, the enemy controlling
the first two levels. And, the third level dominated by the Father.
Paul spoke of this in II Cor. 12

from the King James version the word enemy is not in that version. Any way the third level is the degree of glory that Heavenly Father dwells in. The controll factor of the first two is the way humans have lived their lives and they chose to have the influence not be gods laws and so they can not stand the glory of the 3rd level and can only abide the glory of the other levels.
