Urban churches, social organizations and quasi-government welfare agencies offer leadership for the urban poor that converts to influence over how they vote. That political influence produces laws and social programs that make the poor depend on them for survival. In return for the financial help, the urban poor understandably respond by voting for the politicians that support the programs. It's a mutual dependancy not unlike share-cropping.
