I can't get from email to username and then to password, I'm trying to create an account

n application manager I have to create another account in order to process my application on line. So, it says be advised that I can only have one account. So, I type in my email address and press enter and then it goes back to the same thing say no accounts found for (my email address I just typed in) And, it says I'm done checking for accounts. I don't know how to go from email, then username and then the password
