In RoboHelp 5.0, why does the TOC sync with some context-sensitive topics but not all?

In WebHelp output, when a context-sensitive topic is launched, the topic opens in the right pane as expected. For some topics, the TOC opens to that topic as expected. For other topics, the TOC does not open. The topics that don't open the TOC are in subfolders in a folder named Component-Specific_Information. Could the hyphen in the folder name be the cause? Or the use of multiple subfolders?
For example, a topic with this address does not sync with the TOC: http://<path>/help/Launch_topic.htm#Component-Specific_Information/Import_Export/HT_restore_data.htm>>cap=NewWindow>>pan=2>>pot=2>>pbs=toc|ndx|nls|gls>>pdb=toc
...but this topic does:
