Wondering what kind of old brass bell I have

I have an old brass bell that has "qui me tangit vocem mean audit" (latin for he who touches me will hear my voice). It is a 5" bell at the widest point. There is a "threaded hole" at the top where some kind of handle could have been. There are women or mermaids holding a fish around the circumfrance of the bell.
Does anyone know what kind of bell it is?
