Who gets charged when making an international call, the person calling or both parties?

A cell phone from UK to foriegn it's both parties pay. The Cell/mobile is charged for the bit within UK and the recieving cell/mobile pays for the international bit.
"Transmitting" terrestrial phones pay for all of the call

If my boyfriend calls me from Germany everyday do I get charged for answering his calls or does he only get charged for calling? & if I get charged too how much do I get charged? I have T-Mobile.
