Can an employer substitute part time employees to do the work of full time employes.

My company is cutting back full time employes working hours and using part time employees to fullfill these hours. This is a non-union facility in PA.

Sure, why not? It is cheaper for a company to hire part-timers because health and paid time off benefits usually add another 30% of cost to the employer for these additional benefits, that they do not have to pay to part time employees.
