You have a number of options:
1) ask her to leave, nicely
2) ask her to leave, more forcefully
3) find her another place to live (ask around)
4) call social services
5) call the police
6) get her professional help in dealing with her bi-polar disorders
7) get professional help yourself in finding out why you can't make your own decisions or take action to create your own life.
if you are an adult, you do not need to live with anyone you do not want to, even if that person has medical issues or is genetically related to you. only people who are children, developmentally-delayed, or in prison are unable to choose who they live with.
