How can a person be named colonel and how to go about getting him named that

a person can be named anything the parents or they themselves as adults want. If its a bay, you just write the name on the birth certificate. If its an adult you go to your court and do a name change. If its not for reasons of fraud or something like that one can change their name to anything. It usuaully cost about $100. though
