Starting a webpage? You can make a web page for free. If you want to host it they're are thousands of places. A good place I suggest is Bravenet. They're free and offer FTP. In other words you can upload lots of files really fast and it's all free. Anyways here's a link to they're service: http://bravenet.com/

The price for making a website varies. You can:

Script it for free (using a scripting language like PHP), but for a really good host that supports scripting languages (and offers a lot of space), you would have to pay (the best free one is most likely Zymic, which offers TONS of space and some short sub-domains). Another disadvantage of scripting it is that you would have to learn how to program PHP or whatever language you decide to use. Another thing I'll add that might drive you away from using this method is that you would have to transfer your files to your web host often using FTP
(File Transfer Protocol), and by often I mean every time you create a file.

Create it the easy way (recommended unless your making a business site). Creating it the easy way is very (as the label suggests) easy. There are numerous hosts to choose from, and the free ones are often even better than payed ones. Creating it the easy way involves using an online WYSIWYG
(What You See Is What You Get) editor, and you can add widgets to your site, as well as music, videos, games, and more. If you create it the easy way, I recommend you use Yola.com (a REALLY good free host with no ads on your site) or Webs (formerly Freewebs; your website will have ads, but there are much more templates to choose from and possibly a couple more widgets. Also, you can embed HTML in your site using it, but you can do the same with yola).

Hire a professional web designer to create the website for you.
This option usually costs a crapload of money, and is pretty much useless as you can easily build a website yourself that would be just as nice. But, it (CAN) save you a lot of time; that is, if your other option was to script the site and you have absolutely no idea how to program/script)

The only thing that you HAVE to pay for (unless you find a way to get one free) is a domain name (for instance, you could purchase the domain "http://www.yourpurchaseddomainnamehere.com".
If you went with a free host, however, your site would be located at
something like "http://www.your(sub)domainnamehere.hostname.com" or, something like "http://www.hostname.com/yourdomainhere/".
