How do all the movie stars get those REALLY high arched eyebrows?

It couldn't possibly be eyebrow arching. I'm talking about a very dramatic arch.

They probably pluck their eyebrows off entirely and then stick on fake eyebrows.

They go to eyebrow artists to get them professionally sculpted (waxed / threaded / tweezed / trimmed) and filled in with a brow perfector powder, a brow pencil, brow wax, or some other cosmetic.
