What are the two fish? Some fish just naturally don't get along together. If you post the two breeds, I'll do a little searching and see if they're compatible with each other or not.

Why is one of my fish eating the other one's tail fin?
My guess would be that your goldfish with tattered fins has tail/fin rot. The other fish is simply bullying it because healthy fish will pick on sick and injured fish. Test your water parameters, do a 50% water change and begin treating with a broad spectrum anti-biotic. You can find a good medication at a local fish shop..... just be sure it is labeled for fin rot. Mardel makes a good medication for tail rot.
