Well technically yes, but cats are capable of giving birth naturally, on their own, so unfortunately, as the law goes in this situation, the cat would have to be dead first, and I mean then what's the point? I can go into further details, but the point is that you're at a dead lock. Maybe your uncle and/or cousin don't want to take the cat to the vet because they can't afford it, in which case you should try to raise the money yourself by like selling lemonade or something.
