I recieved an email that was suppose to be sent from the FBI and here is the email address rsm.fbigov@live.com is this authentic?

No. The FBI wouldn't use "live" email. Live is owned by microsoft, it's basically the same as Hotmail. If it really was from the FBI it would end in @(something).gov, because .gov is a governmentally reserved address, and as such no one is legally allowed to use any email or websites ending in .gov that isn't associated with the government.
