How do I get my webcam to work?

I have a built in webcam on my toshiba lap top and I would like to webcam my sister but dont know anything about it.

You're going to need some chat software, such as Skype, or Yahoo. You can do it with AIM and MSN too, but if she has a mac (you don't seeing as Toshiba doesn't make macs), well, those two don't support webcams on mac. The two of you must both download one of the programs, and make accounts for them (you'll see a "Make new account" or something like that after opening it) and then you need to add each other to your buddy lists (tell each other the username you used to sign up with, click "add" then type the username in), and then double click on the username in the list, this will allow you to start a text chat, and from there, you should see a button to start a cam-chat, so you click that, and you're done.
