Is there any programs you may know that will assit people with ill dogs

I have a 69yr old lady named Joanie, who is taken care of her 94 yr old mother and her 3 yr old mini pin, the dog has been diagnosed with pancreatic tumors and stones in blader. the tropicana animal hospital in Las Vegas told her it would cost from 4,000 to 8,000 thousand dollars to save the dog. It is slowly killing her and her mother to see this dog sick. Do you know of anyone who would help them with the cost of the surgery. Im from Canada but I no you could probably talk to the local animal shelter, I no when my dog had a really bad ear infection and I couldn't afford to help him because I got laid off of work they helped me, just explain your situation, no one wants to see a dog in pain that being said I doubt they would turn you down.
