Power of Attorney Abuse?

A friend of mine gave up everything he knew in life to move in with his mother who was unable to care for herself anymore. He has lived in her home with her caring for her for the last 13 years. over the past while she has been losing her mind and it has come to the point that he has had to put her into a nursing home even thoe it kills him to have to do this to her but he himself is getting older and is unable to care for her the way she needs to be cared for. Years ago the older brother was given Power of Attorney over her estate... The two brothers have not gotten along with each other for many years and now that the mother is in a home the older brother is using the power and telling my friend to bad for you pack and move out.. in the last 13 years he has paid every bill to come through the door with no help from the older brother including caring for the mother. He has called and cut everything to the house off that was in the mothers name and has given the brother 30 days to pack and get out... when my friend went to the nursing home to visit his mother they told him that the older brother had her moved to another home but they can not tell him where she is cause the power of attorney has instructed them he is not to know.. all so that my friend can not tell his mother what the older brother is pulling. My Question is as Power of Attorney does he have the right to just cut everything off and throw my friend out onto the street with no due cause or reason other then the fact he is on a POWER trip and doesnt like the other brother?
