Should you stop and wait until the light turns green when you see the "Stop Here On Red" sign?

I'm a new drivers, I have no idea with the "Stop Here On Red" sign, is it just the same as the red STOP sign? I'm confused...

The sign is in the US, here is what it looks like:

I did a little research on it. "Stop here on red." means when the traffic light is red, you stop right at the spot where that arrow is, you do not pass that point. It's the same as those cross walk lines on the road, you stop behind them when the light is red.
