There is no code for Jimmy Neutron, you just have to beat him to unlock him (after beating King Julien).
how many times do I have to beat him
I think I read somewhere that you have to beat him 7 times, but I don't actually know.
do I have to beat him in torament or arcade mode
I don't really know, but usually in games you unlock characters through tournament modes. There are some games where you unlock various extras through arcade mode though, so that's just as much a possibility.
