What impact does it have on the team when the manager is late to the office daily?

I have a manger who shows up late (30-45 minutes) late daily and would like to understand the impact this has on the team they manage. Manger will arrive at 9:45AM but, the team is required to be in at 9:00AM. The manger stays late to make up the time.

if I was on that team I would be thinking why should I care if he/she dont or that my team manager would rather stay late so he/she wont have to spend that time with us cause we're not a good enough team
