I would like to know who pays for the jets that fly over the race tracks at every race?

Your tax dollars... it's usually the US Navy.

As yellow08stang said, it's usually the US Navy, in which case it's your tax dollars, but there are some events where they have a specific company fly someone over, or they'll hire a contract flyer (just some random guy who owns a pilots license). But it's seriously ALMOST always the Navy (or Air Force).
