What does "of counsel" mean

on legal letterhead, i see the term "of counsel" outside partner's names on law firms. what does this mean? free lance attorney? non partner attorney?

"Of counsel" is an Americanism that has been adopted by some UK law firms. It basically indicates a senior employee with status equivalent to a partner but who is not actually a partner of the firm.
