How do the Mexican people get away with serving food on the street?

How do the Mexican people get away with serving food on the street..you can drive down Alameda and the have a food stand on almost all corners..no running water or restrooms...how do they get a rating A or B..they should be closed down...

It's not an actual restaurant. And actually not all are Mexican, it's called "Hispanic". They do get ratings based on the environment where they are making food. You should really not be so racist and think before you speak.
