It's not a question it's a statement. If it was a question it would have a "?" at the end of it.

Well it's a declaration, or if you replace the period with an exclamation point, it's an exclamation, but either way it's not a question. Even if you put a question mark on the end, it wouldn't be a question. It doesn't ask anything.
