False. Potential energy applies strictly to physics, for example a roller coaster uses potential energy to create kinetic energy through gravity, where as chemical energy is like a nuclear power plant, using chemicals to create energy.

I believe, it is because chemical energy is stored in various bonds in and among the molecule(s). And the bonds exist due to and as potential energy.
That's why we talk about overcoming the potential energies while changing state......
