I think part of the question is cut off up at the top. Does something come after "conflicts"? It just doesn't make too much sense...
@nichole78 the word thats missing on the end is "over". So the whole question is: "The responsibilities of the IT department and the needs of the user departments may cause conflicts over" I'm stuck on the same one :P.

I would have to think that it's B. I mean all those other things are so menial that they barely make a difference. Now the same applies to B, except that when the IT guys are on vacation, the user departments are kinda screwed as far as technical issues go.
