after you get your alien card, you have to live in usa for at least 5 years. any period you spend more than 6 months out of the states does not count in this 5 yrs. one you lived for at least 4yr and 6month, you are eligible to file the citizenship because it takes time to get in the queue.

waiting time depends upon which processing center you are in. there is no spefic time frame that i can give you.
