You may be able to file a complaint with the city, but there's really nothing that can be done. That's regular maintenance that has to take place. They need to replace those pipes, otherwise they'd burst underground, erode the road, and cause millions of dollars in damages, not to mention it would take about 30 times longer to repair, so what you're going through right now would be so much worse. Anyways, seeing as your grandmother currently has a medical condition, you might be able to get the city to pay for your grandmother to stay in a hotel until the repairs are done. "now what can we do to get rid of everything." Well, there's nothing you can do to that extent really. Everything's all torn up. They need to just keep going till they're finished. It's not like they can just fill the holes with a ton of dirt and call it a day. Everyone goes through this at some point in their life. Quite literally, the only way to make it stop is to move, but I happen to know that's not an option for you with your current financial situation.
