Yes and no...

No, THE Bill of Rights is a list of your legal rights as an American citizen.

Yes, various companies and corporations will write up a bill of rights that applies to their company/corporation as a guideline for their employees and customers. So party 1 would be the company/corporation and party 2 would be their employees/customers.
