Can my previous employer hold my last 2 paychecks for equiment that I have yet to return?

I was working in a facility that lost their contract and so was my husband. My husband was relieved of his duties due to be discriminated against by the facility manager. There is conflict, so I advised my employer that I would send the equipment if she sent a postage paid box. She said no and on payday she did a reversal out of my account for the 1st of the 2 paychecks she owes, what do I do now? I live in Ohio.
