How many people does it take to get a recall on a Chev Cobalt "06"?

My car has a leak at the top of the gas fluid tank. the customer service people was told, " that the part is not defected", by the team Chev. the car was never check: the fluid tank was never taken down to inspect.

One person can do it him/herself, it's just a matter of knowing what you're doing, and how quickly you work. I personally took out the transmission of a 1972 firebird, took it completely apart, put it back together, and put it back in, all by myself in the 10th grade (auto shop). Needless to say, I got an A that year.
