Is it a crime to remove tile chips that contain asbestos from state property without permission?

Fellow worker is removing particles of tiles for unknow reason, had tested for asbestos but was sealed.

yes that counts as stealing...if he is concerned about asbestos he should report it and someone can come and test it without removing from the premises or they can get permission to remove it.
